The Freedom to Speak Up review was commissioned in June 2014 and examined the culture of whistleblowing in the NHS. The resultant report was published in February 2015 and recommended the introduction of an ‘Independent National Officer’ and network of ‘Freedom to Speak Up Guardians’.
The ‘Consultation on the implementation of the recommendations, principles and actions set out in the report of the Freedom to Speak Up review’ was commissioned in March 2015, which asked questions about these roles and proposed that the ‘Independent National Officer’ be hosted by the Care Quality Commission. Following that consultation, the CQC consulted further on the introduction of ‘A National Guardian for the NHS’, whose broad purpose will be to improve NHS whistleblowing culture.
